The project was initiated because Sweden’s national infrastructure planning does not fully take into account regional conditions. The Stockholm-Mälar Region has a divided regional structure and the five counties in the area have different prerequisites. From experience, it has been found that it is difficult, yet necessary, to carry out mutual regional prioritizations. To create a collective political discussion, the project On the right track was started. The purpose of the project is to obtain a joint understanding and overview of the situation and to be able to carry out a productive dialogue with public authorities, traffic authorities and the government.
On the right track 2030 is jointly managed by the five county administrative boards in the Stockholm-Mälar Region, the regional councils of Sörmland, Örebro and Uppsala, the Swedish National Road Administration in the Stockholm-Mälar Region, the National Rail Administration, the Swedish Board of Civil Aviation (Stockholm/Arlanda), the Swedish Civil Aviation Authority, Mälab, public transportation authorities in the region's five counties, as well as municipalities and county councils through the Council for the Stockholm-Mälar Region.
On the right track is the name of this process; improved public transport, improved road facilities, improved transport facilities for the physically impaired or those with young children, improved logistics for the delivery of goods, and improved facilities for air travelers. In brief, transport and traffic that will benefit the entire Stockholm-Mälar Region.
On the right track is historically unique and it requires courage, integrity and sensitivity. It is a process that is owned by a series of cooperative partners seeking consensus.
The first step in the project was to create a joint set of goals for traffic and transport for the year 2030. Comprehensive goals for the project were established in May 2006 by the political group for On the right track. This group consists of 57 politicians from the five counties and all seven parliamentary parties in the Stockholm-Mälar Region. The goal was to create a transport system that:
- develops the region’s and nation’s international competitiveness and contributes to an attractive Stockholm-Mälar Region;
- is sustainable over the long-term from an economic, social and ecological perspective;
promotes balance in the region by providing several core areas and which compensates for our relatively sparse population, from an international perspective, so that we can still achieve a critical mass;
- is effective through cooperation, a comprehensive view and the utilization of all four types of traffic.
The comprehensive goals were established with consideration to the needs of the business sector (logistics, the business sector’s transport needs, international accessibility and competitiveness with an emphasis on air transport), the needs of individuals and citizens (personal traffic and public transport), and the needs from a global and environmental perspective (transport at the national, regional and local levels, creating sustainable and internationally competitive development).
The second step took place after the 2006 elections when a prioritized infrastructure plan for the Stockholm County was formulated. On the right track now continues with the aim of agreeing on a prioritization of infrastructure objects in the entire Stockholm-Mälar Region. The objective is to influence the government’s new infrastructure policy, which is due in 2010.
